Social justice in land use is considered one of the fundamental pillars of sustainable rural development and the optimal management of land as a public asset. In the Statement on the Second Step of the Islamic Revolution, justice is introduced as a key principle for achieving progress and sustainable development. In this regard, ensuring justice in the distribution of resources and land uses plays a crucial role in strengthening spatial justice, improving quality of life, and fostering balanced rural development. The present study aims to evaluate the status of social justice in rural land use in Tehran Province and to propose practical strategies within the framework of the Statement on the Second Step of the Islamic Revolution. The findings reveal that imbalance in the distribution of essential land uses has reduced rural residents’ access to vital infrastructure. Data analysis using the VIKOR model shows that a significant proportion of the studied villages are in an unfavorable situation in terms of social justice. Moreover, the study highlights that the dominance of a physical-oriented perspective in rural master plans has marginalized social and justice-oriented aspects, thereby intensifying spatial inequalities. Accordingly, there is an urgent need to reconsider policies on land and resource allocation in rural areas, based on social justice and in line with the recommendations of the Statement on the Second Step of the Islamic Revolution. It is recommended that justice-oriented approaches be strengthened in rural spatial planning and that executive policies be designed to enhance land productivity and reduce spatial inequalities in rural regions.
